Malaysia's designated-consumer notices are going out. Will you be ready when yours arrives?
EECA 2024 has applied since 1 January 2025, and Suruhanjaya Tenaga can designate your company as a designated consumer by written notice at any time. Don't wait for yours to find out where you stand — the EnMS Starter Pack gives you 13 working documents, structured on the Energy Commission's own guideline (GP/ST/No.46/2024 (Pind. 1/2026)) and drafted for Malaysian designated consumers by a Registered ESCO.

Next: see where you actually stand
The EnMS Wizard turns this pack into your personalised gap report — 15 questions, your statutory deadlines computed from your dates, your gaps against GP/ST/No.46/2024 (Pind. 1/2026) scored, your sector's EnPI path selected. Four minutes.
Want this maintained automatically, year round?
The pack is a manual system — someone still types the bills in, chases the minutes, and watches the deadlines. InnoSense, Innovast's energy management platform, does that continuously: metered data in, EnPIs tracked, the EnMS cycle and the EE&C dataset always current. Early access is limited.
EnMS Starter Pack: questions answered
What is in the EnMS Starter Pack?
Thirteen working documents, C0 to C12, drafted to GP/ST/No.46/2024 (Pind. 1/2026) and aligned with ISO 50001:2018: a pack guide and compliance clock, a gap assessment checklist, an energy management policy template, a committee and governance kit, a legal and obligations register, a REM appointment checklist, an EnPI/EEI worksheet, a data collection plan and consumption tracker, an action plan and ESM register, a communication and training plan, a self-evaluation matrix, work procedure and log sheet starters, and an EE&C report skeleton. Formats are docx, pdf and xlsx.
Is the EnMS Starter Pack free?
Yes. Enter a name, company and work email and the download links appear immediately. The C0 Pack Guide can be opened without an email.
When does a designated consumer need an energy management system?
Regulation 8 of P.U.(A) 466/2024 requires the EnMS to be developed within one year of the Registered Energy Manager’s appointment, and subsection 6(2) of Act 861 requires it to be developed and implemented in accordance with GP/ST/No.46/2024 (Pind. 1/2026). The first EE&C report, due within 30 days after that year (paragraph 9(a)), must describe the EnMS (paragraph 7(1)(a) of Act 861).
Is the pack regulatory advice?
No. Every document is a working draft for adaptation by your energy management committee and REM. Only Suruhanjaya Tenaga can determine compliance with Act 861.
