Building Energy Intensity (BEI) under EECA 2024

What is Building Energy Intensity?

Building Energy Intensity is the total energy a building consumes in a year divided by its floor area. Suruhanjaya Tenaga (the Energy Commission) uses it as the energy intensity performance measure for office buildings under Part IV of the Energy Efficiency and Conservation Act 2024 (Act 861) and GP/ST/No.48/2024 (Pind. 1/2026), the Guidelines on Ascertaining a Building and the Energy Intensity Performance of a Building. The Guidelines express it in GJ/m²/year; industry convention is kWh/m²/year, and 1 GJ = 277.778 kWh.

How is BEI calculated?

Equation 1 of GP/ST/No.48/2024 (Pind. 1/2026) divides the annual energy consumption of the building by its gross floor area (GFA). All energy delivered to the building counts, not electricity alone: natural gas, LPG, diesel, purchased chilled water and on-site renewables consumed are converted to the same unit.

GFA is measured to the outside of the external walls and excludes car parks (including their M&E rooms), outdoor parking, staircases and lift shafts above ground floor, goods-vehicle waiting areas, rooftop and podium gardens, and public walkways (para 4.2). Counting too much area flatters the building; counting too little penalises it.

What are the Malaysian office-building reference values, and where do they come from?

The star bands are published by Suruhanjaya Tenaga in GP/ST/No.48/2024, issued under paragraph 3(2)(b) and section 67 of Act 861, dated 30 December 2024 and in operation from 1 January 2025; the amended edition (Pind. 1/2026) keeps the same bands.

There are two tables. The Guidelines name them but do not define the boundary between them; the reading this tool applies is that a building served by chilled water — from its own chiller plant, purchased chilled water or district cooling — sits on Table 2, and a building cooled by split units, VRF or packaged DX systems sits on Table 1. The same building can be one star on Table 1 and three stars on Table 2, so settling the table comes first.

Values in kWh/m²/year. The Guidelines state them in GJ/m²/year (Table 1: 5-star ≤ 0.324, 1-star > 0.720); 1 GJ = 277.778 kWh.

How does BEI relate to EECA 2024 obligations?

An office building with a GFA of 8,000 m² and above (para 4.1(a)), or one solely built or used for office purposes where the Commission so determines (para 4.1(b)), can be ascertained by written notice under subsection 3(4) of Act 861.

The person in charge of the building then applies for an energy intensity label within 30 days after one year from that notice (subregulation 11(2) of P.U.(A) 466/2024), renews it within 30 days before it expires (subregulation 11(3)), and a label is valid for not more than one year (subregulation 11(6)). Regulation 12 requires an energy intensity performance of not lower than the two-star energy efficiency rating, complied with annually commencing on the fifth year from the year in which the first label was issued. Where the person in charge is also a designated energy consumer, the energy-consumer provisions apply instead (section 16).

Floor area decides whether a building is in scope; BEI decides its star rating once it is. For every other building type, and for a data centre’s PUE, the figure is a performance benchmark only.

What does this BEI calculator do?

Enter the building type, its GFA and its annual energy figures. The tool converts everything to one unit, divides by GFA, and for an office building reads the result against Table 1 or Table 2.

It is a directional self-check: Suruhanjaya Tenaga’s formal determination also considers occupancy and the circumstances of the building.
